Watford chief executive Scott Duxbury commented: Walter has been the target of a number of approaches for his services, so we re delighted to secure him as head coach here at Watford.
We re thoroughly looking forward to working with such a highly-regarded coach, with the progress and development of the club always remaining the highest priority.
Mazzarri has been out of work since getting the sack after a spell in charge of Inter in November 2014.
The 54-year-old, who has never coached outside of his native Italy, had previously enjoyed successful spells with Sampdoria and Napoli.
Flores guided Watford to a 13th-placed finish in their first season back in the Premier League, but the club opted to activate a break clause in the Spaniard s contract following a difference in opinion over their performance in 2015-16.
